I transmit herewith for Your Excellency's in-
formation a copy of a letter from the Colonial Office
on the subject of a claim put forward by Mr. A. H.
Rennie for compensation in respect of losses sustain-
ed through the seizure and detention of the Steamships
"Arabia" and "Calchas" by the Russian Authorities at
Vladivostok.
Your Excellency will observe that Mr. Rennie as-
serts that, in consequence of the seizure of these two
vessels, he was compelled to sell two consignments of
flour at Vladivostok instead of at Hongkong, at which
latter port he would have obtained a higher price,a

I have accordingly to request that Your Excellency will
submit his claim to the favourable consideration of
the Russian Government.
